Bu kapsamda 2023 yılından bu yana peyderpey NEB kapsamında çağrılara çıkılmakta olup en son Avrupa Komisyonu tarafından 6 Mayıs 2025 tarihi itibariyle sadece NEB özelinde yeni bir çalışma programı yayımlanmıştır. Söz konusu çağrı 12 Kasım 2025 tarihinde kapanacaktır.

Horizon-NEB-2025-01-PARTICIPATION-03: Beautiful, sustainable and inclusive street furniture for the transformation of neighborhoods
Is there some intent for whom the call is targeted at especially as lead e.g. a city/municipality, a design group, a manufacturer using recycled bio-material?
NEB Facility topics in Horizon Europe are open to any legal entity that is eligible to apply under Horizon Europe. The General Annexes of the Horizon Europe Work Programme 2025 have a section on eligibility. It is up to applicants to decide which legal entity will coordinate the project as well as which legal entities will be part of the consortium. Applicants will have to describe and justify the ‘capacity of participants and consortium as a whole’, taking into account in particular their financial and operational capacity as well as the concept of the proposal.
Is the process and documentation of project/approach more/less/equally important than actually designing, making, and testing, as well as encouraging higher uptake of recycled designs that meet the NEB goals?
The different dimensions mentioned (documentation, design, demonstration, and recommendations for take up) are interlinked and necessary for the delivery of the project. This is implicit in the third bullet point of the topic text: ‘Based on the research insights, produce recommendations to inform procurement processes for street furniture’.
Proposals will be assessed following the Horizon Europe standard evaluation procedure and criteria, including the ‘likely scale and significance of the contributions from the project’. The General Annexes of the Horizon Europe Work Programme 2025 have a section on award criteria and evaluation procedure and ranking. It is advised that applicants take these into account when preparing their proposal.
Can academic institutions lead this project?
Yes. In fact, any legal entity that is eligible to apply under Horizon Europe and has the capacity to do so can lead the proposal.
Digital, transdisciplinary approaches, tools, and new inclusive methods of working with stakeholders are mentioned strongly in the call but not so much covered in the presentation info day—is there a reason for that?
As explained during the info day, the presentation of topics was very short because the focus of the info session was to reply to questions from the audience. Pre-recorded videos with a more detailed presentation of topics were made publicly available prior to the info day. The pre-recorded videos and the info session are meant to provide guidance to applicants. However, it is important to highlight that what has legal validity is the topic text and relevant documentation published in the Funding & Tenders Portal.
How many different cities/regions do they imagine would be targeted and receive prototypes of street furniture?
The topic does not provide a minimum or indicative number of target locations because this will depend on the concept and approach of each proposal. It is for the applicants to demonstrate that they address all mandatory requirements of the topic text. Evaluators will assess, among others, the ‘soundness of the proposed methodology’ and the ‘likely scale and significance of the contributions from the project’ in relation to the outcomes specified in the work programme.
Do they have a goal in mind of how much of the 4.2m budget might be used for the 100k FSTP projects?
Please note that the specific conditions state that ‘The Commission estimates that an EU contribution of around EUR 5.20 million would allow these outcomes to be addressed appropriately. Nonetheless, this does not preclude submission and selection of a proposal requesting different amounts’. Financial Support to Third Parties (FSTP) is an option and not a requirement for this topic. It is up to applicants to decide whether they want to use this option or not. Proposals that decide to use FSTP can launch one or several calls and award grants to actors outside of the consortium for the prototyping and demonstration of the innovative designs. The maximum amount to be granted to each third party is EUR 100 000. There is not a minimum or maximum percentage of the total project budget to be allocated overall to FSTP.
Those proposals that foresee the use of FSTP must clearly describe the objectives and the expected results of FSTP. Further guidance and conditions on the use of FSTP can be found in General Annexes of the Horizon Europe Work Programme 2025 and section D.1 Financial support to third parties’ of the Annotated Grant Agreement.
In any case, applicants have to justify, among others, the requested EU contribution, and, where applicable, the amounts of FSTP to be granted to each third party and the overall amount of FSTP to be granted.
Can manufacturing and testing for sites only be covered by the 100k FSTP components, or can they also be covered out of the primary budget by consortium members?
Prototyping and demonstration of the innovative designs may be covered by the budget for consortium members and/or by the FSTP component of the project budget. In any case, applicants have to justify the requested EU contribution, and, where applicable the use of FSTP.
Is this call topic aiming for one or more designs of street furniture?
The topic indicates ‘Develop and demonstrate innovative designs for sets of street furniture’. Therefore, the topic requests proposals to develop more than one innovative design for more than one set of street furniture. The topic does not provide a minimum or indicative number of innovative designs or sets of street furniture because this will depend on the concept and approach of each proposal. It is for the applicants to demonstrate that they address all mandatory requirements of the topic text. Evaluators will assess, among others, the ‘soundness of the proposed methodology’ and the ‘likely scale and significance of the contributions from the project’ in relation to the outcomes specified in the work programme.
Does the street furniture need to be fixed objects? The examples given in the glossary are all fixed objects but can the objects be mobile or include lose parts?
The definition in the glossary indicates that ‘Street furniture refers to functional and beautiful objects and installations placed in common spaces (see the respective entry in this glossary), to support various activities and improve the quality of the public environment. Examples include benches, bus shelters, sun or rain shelters, trash bins, plant trough or signage but also small-scale energy infrastructure. Overall, elements of street furniture enhance functionality, comfort, inclusiveness and aesthetics in outdoor spaces’. The definition does not state that street furniture is limited to fixed objects, therefore mobile objects or objects with mobile parts can be considered. The examples given in the glossary do not represent an exhaustive list of street furniture. They are merely given to facilitate the understanding of the concept.
HORIZON-NEB-2025-01-REGEN-02: Bio-fabricated materials for sustainable and beautiful construction
Do you see an opportunity for biochar to play a role in this topic or perhaps in another regen topic? The Biochar in this case refers to using excess compost (with large pieces of wood) as a way to produce carbon as a cement replacement/additive for tiles. When looking at the glossary for bio-fabricated it is not entirely clear whether this fits or not.
Based on the definition provided in the glossary of the NEB Facility part of the Horizon Europe work programme 2025 for bio-fabricated materials, biochar would qualify as a bio-based material but not as a bio-fabricated material since it is not made by growing living cells and microorganisms and does not involve biological cell activity in its formation process.
HORIZON-NEB-2025-01-REGEN-03: Sufficiency measures in the built environment
The topic descriptions says: "Test and validate at least two sufficiency measures that optimise, repurpose, or expand the use and functionality of space. Proposals are expected to test the proposed sufficiency measures in at least three neighbourhoods in urban, peri-urban and rural areas located in at least three MS or AC". Does it mean that at least 6 "pilot tests/validations" are foreseen?
Yes, we confirm that at least six pilot tests/validations are foreseen given that at least two sufficiency measures have to be tested in at least three neighbourhoods in urban, peri-urban and rural areas.
HORIZON-NEB-2025-01-REGEN-04: Innovative approaches for sustainable, inclusive and beautiful social and affordable housing
This call for proposals expects the research proposal to be based in two locations. Can these locations be both in an EU country and Switzerland, or shall it be happening only within EU countries?
The topic text states that proposals are expected to “Define and implement in two social and affordable housing projects two ambitious packages of measures that comprise building technologies and construction methods already on the market. One package of measures must be applied to a new construction and the other to a building renovation or retrofitting.”
There is no indication on the location of those social and affordable housing projects, the only requirement is that one package of measures must be applied to a new construction and the other to a building renovation or retrofitting. Therefore, the social and affordable housing projects could indeed be located both in an EU country and Switzerland.
